Special Provision 38

A person must not offer for transport, handle or transport these dangerous goods in a large means of containment if they are in direct contact with the large means of containment.

Special Provision 62

These dangerous goods may be offered for transport, handled or transported under Class 4.1 if they are packed in a means of containment so that the percentage of diluent in them will not, at any time during transport, fall below the percentage stated for the diluent in the descriptive text associated with the shipping name.
